          CNRP Sets 23 October as the Next Demonstration

 

The Cambodian National Rescue Party (CNRP) has set 23 October as the next demonstration at Freedom Park so as to bring a petition to the United Nations and the signatories of the Paris Peace Agreement on 23 October 1991 through the United Nation’s high commissioner to Cambodia, according to a press release of CNRP dated 28 September 2013. Mr. Long Dimache, a spokesman for Phnom Penh Capital Hall, said that the Phnom Penh Capital Hall has not yet received an official request letter from CNRP, adding that a previous demonstration of CNRP has violated to an agreement between the Party’s representative and the Phnom Penh Capital Hall as it didn’t respect the rule. Cheam Yeap: UN is Not Stupid to Follow a Claim of CNRP

 

The Cambodian National Rescue Party (CNRP) was ready for the next demonstration to be held on 23 October 2013 at Freedom Park, from 3:00 PM to 6:00 PM in order to bring a petition to the United Nations and the signatories of the Paris Peace Agreement on 23 October 1991 through the United Nation’s high commissioner to Cambodia. Mr. Cheam Yeap, a high-level officer of the National Assembly, said that making a demonstration is a rights of CNRP, yet it has to respect the law. Either demonstration or mass demonstration is not a resolution as the Cambodian People’s Party (CPP) had already won 68 seats, while CNRP received only 55 seats. Besides, it is a rights of CNRP to bring a petition to the United Nations, yet it is not stupid to follow a claim of CNRP. (Kampuchea Tmey, 29-30 September 2013)

       Korean Business Delegates Meet Cambodian Investment

Committee Officer

 

 

The Cambodian investment committee officer said that South Korean business delegates arrived Cambodia lately so as to talk with Cambodian government officers to understand about investment opportunity in Cambodia. This program was organized by ASEAN-Korea Centre and the Council for the Development of Cambodia (CDC), which lead by Mr. Jun Han Kim, President of General Department of ASEAN-Korea Centre. Mr. Chea Vuthy, Deputy Secretary General of Cambodian Investment Board (CIB), informed Korean business delegates of potential sectors for investment in Cambodia including agriculture, agro-industry, and light industry sector.           Minister of Information Says the Contempt, the Violation of Law and Constitution are Not the Freedom of Expression

 

With a rapid development of society, over 100 million people in the ASEAN countries knew clearly about surfing the Internet and social network as the people can get any information, which is very important to society. Anyhow, some information are true but some are not (such as the contempt, Photoshop, discrimination and so on). Therefore, the people should carefully analyze and consider so as to find the reality concerning those information. Please remember that the contempt, the violation of law and constitution are not the freedom of expression, said H.E.        The Prime Minister of China, Cuba, Brunei, and Korea Congratulate Samdech Techo Hun Sen as the Prime Minister

 

 

The leaders of the partner countries have congratulated the Cambodian People’s Party (CPP) on its victory in the 2013 general election for the fifth legislature of the National Assembly. “I would like to express my warmest congratulations to Samdech Akka Moha Sena Padei Techo on reappointment as the Prime Minister of the Royal Government of Cambodia. I believe that friendship and cooperation are the custom between the two countries, and it will be further strengthened through desire and interest of the nations of both countries”, said H.E. Mr. Sam Rainsy Appeals the Large Foreign Firms Not to Invest in Cambodia

 

The leader of Cambodian National Rescue Party (CNRP) has declared not to recognize a new form of government and considered the first parliamentary session as constitutional coup. He has appealed to all large foreign firms not to invest in Cambodia. During a press conference yesterday, President of CNRP, showed his stance that “CNRP cannot recognize or cooperate through any images with the government. The first parliamentary session was an illegal session and seriously violated the constitution. Besides, we also would like to appeal the international community, especially the signatory country of Paris Peace Agreement to condemn a new form of government and please do not appreciate and provide any benefits to the government. In addition, I would also like to appeal to all large foreign firms not to sign any agreements with the government as he is not represent for the country and the nations. I believe that the whole world will reconsider in establishing the relationship with Cambodia through a new form of government”. (Rasmei Kampuchea, 26 September 2013)

 

Samdech Techo Hun Sen Warns Ministers to Change Behavior

 

During the cabinet meeting on 25 September 2013, Prime Minister Hun Sen has warned the Royal Government Officers (both national level and lower level) to change bad behavior immediately for the 5th mandate. Otherwise, he will take a serious measure or remove them from a position. “In the case where corruption has taken place, please all citizens be brave to express the ideas. And, the high-level supervisors also have to check how to reform the political framework because not all the frameworks which have been set are correct. This showed the response to the purpose of citizens since they are our owner; therefore, we have to listen and need to reform for them. Besides, I would also like to appeal to all ministers to change behaviour so as to response for what they want. From now on, the ministers have to hold a talk with the staff officers and don’t be too arrogant as the pride of some ministers has discouraged some low-level officers”, said Samdech Techo Hun Sen. The First Parliamentary Session of the 5th Legislature Held Smoothly Despite No Elected-Lawmakers from Opposition Party

 

The first parliamentary session of the 5th legislature on 23 September 2013 was held smoothly and successfully under the Royal Presidency of the King Norodom Sihamoni despite the absence from the newly-elected lawmakers of Cambodian National Rescue Party (CNRP). The Ambassador of the powerful countries including the US, United Kingdom, Australia, Japan, China, France and other countries also attended the session. In the session, the King has appealed to all relevant persons to protect national unity for the interest of the country and the nations. (Rasmei Kampuchea, 24 September 2013)

 

 A Spokesman Says All Foreign Embassies Cannot Interfere the Internal Affairs of Cambodia

 

The Cambodian Ministry of Foreign Affairs informed all foreign diplomatic missions not to interfere in the internal affairs of Cambodia. This was made after the US Embassy issued a statement on 23 September 2013 concerning the National Assembly session “Although the US Ambassador attended the first parliamentary session, it doesn’t mean that he has recognized the election results in Cambodia”. According to Mr. Koy Kuong, a spokesperson for the Ministry of Foreign Affairs and International Cooperation, “the National Assembly session of the 5th legislature under the Royal Presidency of the King was held in accordance with constitutional law and the law of Cambodia. We don’t need the law from other countries to implement. In addition, we don’t need any agreements from any foreign diplomats regarding the election results as well as the process of the National Assembly session. More importantly, the Cambodian People’s Party (CPP) doesn’t need agreements from any diplomatic missions as CPP has already received support from Cambodian People”. Government of the 5th Mandate: 9 Deputy Prime Ministers, 15 Senior Ministers, 13 Minister Delegates Attached to the Prime Minister

The composition of the Royal Government of Cambodia for the 5th mandate of the National Assembly has been approved by the Member of Parliament on 24 September 2013. The Royal Government of the 5th mandate lead by Prime Minister Hun Sen, and 9 Deputy Prime Ministers, 15 Senior Ministers, 13 Minister Delegates attached to the Prime Minister, and 179 Secretary of State in 27 ministries. Mr. Sam Rainsy Requests CPP to Make a Concession to Confirm CNRP Also Wins

 

The Cambodian National Rescue Party (CNRP) has requested the Cambodian People’s Party (CPP) to make a concession to clarify that both parties won the elections so as to find solution toward resolving a deadlock over the disputed elections. Yet, a high-ranking officer of CPP responded that the election affairs doesn’t need any concession since we must take the law as the basis. “We are making a concession and we are also requesting CPP to make a concession to announce that both parties won the elections. This shows the positive sign in order to find solution toward resolving a deadlock. The victory of both parties means that we have a joint responsibility, trust each other and work together so that the country has a balance of power. In addition, we are no longer the opposition party, yet we are the one winning party among the two winning parties”, said Mr. Sam Rainsy during a conference on 20 September 2013. Sam Rainsy and Kem Sokha Lead the Newly-Elected Lawmakers of CNRP to Vow In Front Of Angkor Temple

 

Mr. Sam Rainsy and Mr. Kem Sokha led the 55 newly-elected lawmakers of Cambodian National Rescue Party (CNRP) to Siem Reap province on 21 September in order to celebrate the oath ceremony not to attend the National Assembly session, according to a high-ranking officer of CNRP. The 55 newly-elected lawmakers of CNRP will celebrate the oath ceremony in front of Angkor Wat Temple so as to determine not to attend the National Assembly session as well as not to betray the willingness of the citizens and the nations, he added. King Reconfirms CNRP to Attend the National Assembly
Session 0n 23 September

His Majesty King Norodom Sihamoni reconfirmed the 55 newly-elected lawmakers of Cambodian National Rescue Party (CNRP) to attend the National Assembly session on 23 September 2013. “According to the new article 82 of the Constitution, I would like to inform Your Excellency and Lok Chumteav that I will preside over the first session of the 5th legislature of National Assembly to be held on 23 September, 2013 as stated in my royal invitation letter dated 14 September 2013. Therefore, I would like Your Excellency and Lok Chumteav to attend the first National Assembly to show the national unification and unity”, said the Cambodian King in a message in reply to the 55 newly-elected lawmakers of the main opposition CNRP. H.E. Leng Peng Long, Secretary General of the National Assembly, announced yesterday in a press release that the first session of the fifth legislature of the National Assembly will be opened on 23 September 2013, at 8:00 am, under the Royal Presidency of His Majesty King Norodom Sihamoni as well as the presences from the high-rank official, the diplomats, and some non-governmental organizations. South Korean President Congratulates Samdech Techo on His New Victory in the General Election

H.E. Park Geun-hye, President of the Republic of Korea, expressed her warmest congratulations to Samdech Techo Hun Sen and Cambodian People’s Party (CPP) on victory in the 2013 general election for the fifth legislature of the National Assembly. “I strongly believe that under your outstanding leadership, Cambodia will continue to achieve political stability and economic development. In particular, I have no doubt that your efforts and wisdom will lead Cambodia to a new era. With satisfaction of the friendly ties between our two countries, I am looking forward to working closely with you in all fields of mutual benefit. I wish you good health, and for the everlasting prosperity of your esteemed country”, said the President in a letter to Samdech Techo Hun Sen dated 17 September 2013. The Meeting between Top Leaders Agree on 3 Points, Disagree on 1 Point

The meeting between the leaders of Cambodian People’s Party (CPP) and Cambodian National Rescue Party (CNRP) at the National Assembly yesterday has agreed on three points and disagreed on one point. After the meeting, Mr. Prak Sokhon, representative of CPP and Mr. Yim Sovann, representative of CNRP, hold a conference concerning the meeting results. A joint statement released of the three points including: 1. Both parties agreed to respect and strictly adhere to the King’s royal message dated 16 September 2013, which appealed to all the nations, demonstrators and authorities to stop using violence in any form, yet return to tradition of non-violence and tolerance in order to avoid instability, to maintain peace and to resolve the national issues. 2. Both parties agreed to establish mechanism to change the form for the upcoming election. 3. Both parties will continue talking to solve the national issues. Anyhow, both parties disagreed on the point of the establishment of joint investigation committee as it is illegal and turning backward, which cause CPP cannot accept, said Mr. Prak Sokhon, representative of CPP. Korean Man Drives a Car Hit One Person Dead and One Injure in
Siem Reap City

A woman died immediately at a site, while another man got heavy injured after a Korean man drove a car and strongly hit them while riding a motorbike. The accident was happened on 15 September 2013, at around 1:00 am midnight, along the street N6, located in Sala Konsaeng Village, Sangkat Svay Dongkum, Siem Reap City.  A Korean man named PARK DO OOK, born in 1974, who is a business man in Cambodia, drove a car model Camry, car’s plate number Siem Reap 2A-7154. The dead person named Pong Sreyron, female, aged 22, lived in Rolous village, Srok Prasat Bakong. The heavy injurer named Pov Raksmey, male, aged 23, lived in Slorkram Village, Sangkat Slorkram, Siem Reap city, rode a motorbike model Honda C-125. According to a witness, after a Korean man strongly hit 2 persons, defendant drove a car away from the site with the aim of avoiding a mistake. Unfortunately, he hit for business advertising. A Korean man seemed to drunk while he was driving. After accident, defendant stayed in the hospital with the guarding from the police. According to anonymous police traffic officer, the accident had already been solved after a dead person received 3,000 USD and injurer received 2,000 USD. (Rasmei Kampuchea , 17 September 2013)

The King Appeals All Elected Candidates to Attend the National Assembly Session on 23 September

During a meeting between CPP and CNRP on 14 September at the Royal Palace, His Majesty King Norodom Sihamoni has appealed to all 123 elected candidates to attend the first session of the fifth legislature of the National Assembly to be held on 23 September 2013, and he also appealed to all the political leaders to understand and to work together so as to maintain peace as well as political and social stability. After the end of the meeting, the King has delivered an invitation letter regarding to the first session of the fifth legislature of the National Assembly to Samdech Hun Sen and Mr. Sam Rainsy. Elected Candidates of CNRP Decide Not to Attend the National Assembly Session

After the meeting on 14 September at the Central Office of Cambodian National Rescue Party (CNRP) had been finished, 55 elected candidates of CNRP decided not to attend the National Assembly session to be held on 23 September 2013. “We give the rights to each elected candidate to decide through their consciousness and willingness without betraying the citizens, yet if there is no any agreement between both parties to find justice for the citizens, the elected candidates of CNRP will not be able to attend the session”, said Mr. Kem Sokha, Vice-President of CNRP. Another Special Meeting between CPP and CNRP on Monday

After finished the meeting with Cambodian People’s Party (CPP) under the royal presidency of His Majesty the King, Mr. Kem Sokha, Vice-President of CNRP, told the reporters that there will be another special meeting between CPP and CNRP to be held on Monday 16 September 2013, at 9:00 am at the National Assembly. “We already discussed, and His Excellency President met H.E. Sar Kheng to set the time and delegation meeting. The representative of CNRP including H.E. Sam Rainsy, Mr. Kem Sokha, Mr. Pol Horm and other three assistants including H.E. Kouy Bunroeurn, H.E.
